Orono board awards lease to fund middle-school tennis courts, adopts 10-year facilities plan

The Orono Public School District board voted to award a lease-purchase sale to fund replacement of the district's middle-school tennis courts and approved its 10-year Long-Term Facilities Maintenance (LTFM) plan for fiscal years 2028—2037.
The board adopted a resolution awarding the lease-purchase sale to Citizens Bank of Roseau after staff said the bank submitted the lowest, most favorable proposal. Shelby McQuay of Ehlers Financial told the board that "they came in at a 3.89" interest rate on the bid and that the $777,000 principal translates to roughly $928,000 in principal and interest. Staff said about just under $750,000 would be deposited to the district's construction fund to finish the tennis court project; the lease term is 10 years and is prepayable after closing.
"The recommendation is that our board adopt the resolution awarding the sale of lease purchase to Citizens Bank of Roseau," the chair said before the motion was approved by roll call with all members voting aye.
In the same meeting the board approved the district's 10-year LTFM plan, a required submission to the Minnesota Department of Education. District presenters said the formula provides $3.80 per pupil unit for LTFM (a figure that has not changed in several years), and staff noted the FY27 taxes earmarked for LTFM will cover about $1.8 million. The plan lists priorities such as parking-lot improvements and roof replacements; board members emphasized prioritization and the limits of the available funding.
The board also approved the district's proportionate share of the ISD 287 LTFM plan, read as $47,401.24 for fiscal 2028, and passed routine consent items including the minutes of the April 27, 2026 meeting, personnel recommendations, and acceptance of donations totaling $41,655.70.
Why it matters: The lease award accelerates a facilities project the district has prioritized for years while the 10-year LTFM plan sets a schedule for maintaining buildings that the district says total more than $200 million in assets. Board members and staff repeatedly framed the actions as stewardship of limited funds and noted state-level funding per pupil has not kept pace with inflation.
What's next: The lease will close and funds will be deposited to the construction fund to begin tennis court work; the LTFM plan will be finalized for submission to the Minnesota Department of Education on the timeline staff described.
