Seward County to transfer development corp. payroll to City of Liberal; $200,000 county commitment prorated for 2026

For 2026 the county’s payment will be prorated to reflect an effective transfer date of May 1, 2026. Commissioners said services provided by SCDC will remain unchanged under the payroll transfer.
A motion to effect the transfer and authorize proration of the 2026 payment was moved, seconded and approved by a 5‑0 vote. County staff noted the executive director of economic development was unable to attend the meeting but had communicated that the operational services would not change with the administrative payroll shift.
Next steps: staff will coordinate the May 1 transfer date and complete proration calculations for the 2026 payment to the city.
