Rose said the financial journal entry needed to initiate the next tax sale is complete and circulating for approvals; once all involved councils sign the entry and the judge signs off, staff will finalize a sale date and the publication notice. She told commissioners the office expects to provide a post‑sale recap to the commission, including net proceeds for each property versus taxes, interest and penalties owed.
On collections, Rose reported first‑half payment rates across levy types were about 52% for the October–December period in 2024 but dropped to about 39–40% in 2025. She said distributions occur five times per year and noted a statutory May 10 deadline for the second‑half payment, but cautioned some accounts may move into delinquency if payments are not received. Rose said staff were holding some payments under protest and that amounts and write‑off journal entries related to prior sales will be brought forward for commission action.
Commissioners asked for property lists being prepared for sale and for reconciliation of interest and delinquencies; Rose agreed to provide lists and to coordinate on payouts and potential write‑offs. She said the current tax‑sale cohort includes properties dating back through 2022 and up to 2024 and that the current cycle identified roughly 16 properties for the upcoming sale.
Next steps: treasurer’s office to finalize journal entry approvals and return a written recap of properties and net proceeds for commission action on any required write‑offs.
