Franklin County commissioners approve consent agenda, award elevator contract and adopt rezoning

The Franklin County Board of Commissioners convened May 6, 2026, in the Franklin County Annex Building Commission Chambers with Vice Chair Rod Harris presiding. The board approved the consent agenda, awarded a county facilities contract, adopted a rezoning request and filled a seat on the county Planning Commission.
The board unanimously approved the consent agenda, which included the April 22, 2026 minutes, claim vouchers totaling $298,567.88, payroll of $1,559,518.52 and tax change orders totaling -$38,108.73. Commissioner Colton Waymire moved to approve the consent agenda, and Commissioner Donald Stottlemire seconded; all present voted yes.
Brandon Sands, Director of Facility Operations, recommended awarding the elevator modernization contract to Allrise Elevator Company after the county received four bids. Commissioners discussed funding the work with Transient Guest Tax dollars. Commissioner Waymire moved to award the contract to Allrise Elevator Company for $145,408; Commissioner Stottlemire seconded and the motion passed unanimously.
Planning and Building Director Nathan Boyd presented rezoning application #2601-0068 (Roath) to rezone approximately 5.00 acres at 2530 Delaware Rd from the A-1 Agricultural District to the R-E Residential Estate District and to allow a rule exception under Article 8, Section 8-1.01.01 of the County Subdivision Regulations to reduce lot length-to-width ratio and frontage. Commissioner Ianne Dickinson moved to adopt Resolution 26-15 approving the rezoning and amending the Official County Zoning Map; Commissioner Waymire seconded and all voted yes.
The board considered four applicants to fill one seat on the Franklin County Planning Commission. Norman Griffith and Michael Wilkens introduced themselves; Patrick Trautloff was not present; Susan Moore introduced herself and answered questions. Commissioner Waymire moved to appoint Susan Moore to the Planning Commission; Commissioner Dickinson seconded and the motion carried unanimously.
Nathan Boyd also described a planned migration of the county parcel geodatabase to an ArcGIS Pro Parcel Fabric platform at a cost of $19,750. Jamie Wilson, County Appraiser, and William Wallace, GIS Coordinator, supported the purchase. Commissioners approved the Pro West Parcel Fabric Migration purchase, $19,750, by unanimous vote.
Patrick Smith of KCAMP presented a risk management award recognizing the county's participation in the risk management program. County Administrator Derek Brown and department heads Jeff Welton, Paul Bean and Sheriff Jeff Richards delivered routine staff reports. The board adjourned at 9:41 a.m.
