Elk County commissioners approve hires, equipment purchases and contract renewals; warrants total $390,234

The Elk County Board of Commissioners on March 30 approved several personnel hires, equipment purchases and contract renewals and signed off on warrants totaling $390,234.03.
Chairman Doug Hendricks and Commissioners Jake Liebau and Perry Russell voted 3-0 to approve the minutes from the March 9 meeting and then moved through routine business that produced several formal motions. The board approved hiring Lee Lampson in Public Works at $19.75 per hour; the hire was announced by Public Works Director Don Sanders.
Public Works also requested and received approval to purchase a 2023 Bomag smooth-drum roller from Berry Tractor for no more than $37,900, with Sanders authorized to negotiate a lower price. Sanders also announced the Elk County Recycling annual household and e-waste collection will be held June 6 from 8 a.m. to noon at the Moline Rodeo Grounds and that the Recycling Department will close April 14–26.
In health and finance actions, the board approved an AID to Local grant application for $23,240, replacing an earlier application for $16,360.40. The board approved warrants in the amount of $390,234.03, which included first-quarter distributions.
The board approved two IT contract renewals: an Annual Peopleware Agreement with Computer Information Concepts for $31,455.00 and a prepaid support contract renewal with Advantage Computer for $5,000. Both motions carried 3-0.
Rural Fire representative Todd Winscher received authorization to purchase a 55-gallon drum of firefighting foam for $1,500. During an executive session on non‑elected personnel, the board approved a merit increase for Lori Winscher from $18.70 per hour to $19.20 per hour. All of these motions were unanimous.
Public comments included Kaye Spooner recommending the book "An American War on Election Corruption" and urging the Election Office to recruit volunteers to practice a hand-count primary. Don Sanders reiterated the recycling collection details.
The meeting concluded with the commission approving, 3-0, a directive for County Counselor Paul Dean to prepare and send a letter opposing SB 534 to state representatives Virgil Peck and Doug Blex. The board adjourned at 2:25 p.m.
The board noted upcoming events: a county audit April 6–7 and the Southeast Kansas Spring Meeting on April 16.
