The Castle Valley Planning and Land Use Commission voted unanimously Thursday to forward proposed amendments to ordinances 85-3 and 95-6 to the town council for final consideration. The revisions are intended to bring local rules into alignment with Utah House Bill 48 and state wildland-urban-interface (WUI) building-code requirements.
The commission reviewed two draft versions of 95-6 and related edits to 85-3, noting one draft used more-specific language referencing the Utah State construction code "pursuant to Utah Code Title 15A," language staff member Colleen Thompson recommended to reduce ambiguity. Commissioners agreed to use the clean suggested edits, add a missing parenthesis in one line of text and forward the WUI provisions to the town council for review and action.
During public comment, Pam Hackney asked the commission to double-check a parcel/lot listing in the packet, pointing out that parcel number 0900000367 appears paired with "Lot 360" on the table and may instead be Lot 367. "It's a little confusing that, you know, on the left hand side, it says parcel number, and then on the right, it's the lot number," Hackney said; commissioners assigned staff to verify parcel-to-lot mapping with the Grand County assessor's online map.
The Chair read a written comment from Diane Ackerman supporting the HB48-related changes and urging outreach to help homeowners prepare for wildfire risk. "I support HB 48 and want to learn more about what citizens can do to prepare," the letter stated.
A motion to forward the clean, title-15A–referencing edits to the town council passed without opposition. Commissioners designated Commissioner Jenny and the planning clerk to verify parcel and plat numbers before the materials are posted to the council.
Next steps: staff will correct the identified typographical error, confirm parcel/lot mappings with the Grand County assessor, and prepare the ordinance package for the town council agenda. The commission set follow-up to ensure the town council packet includes the verified parcel references.
