The Carpinteria City Council on May 11 adopted a formal donations policy (Resolution 6464) establishing procedures for accepting monetary gifts, in-kind donations and volunteer-provided services. Staff told the council the policy aims to protect the city from unintended obligations by clarifying approval thresholds, documentation requirements, accounting steps and conflict-of-interest checks.
Staff emphasized that donations would be subject to review and the city retains discretion to decline gifts that create operational or maintenance burdens. The staff report included examples of rejected offers: city managers cited a recent proposal to donate a shed and construction labor that could not be accepted because the workers could not provide insurance or warranties. As the city manager explained, "It all seemed very perfect except for the individuals that were working couldn't provide any insurance, any warranty... so we were unable to do it."
Council members asked practical questions about restricted giving, accounting workflows, the difference between volunteer time and paid professional services, and how large restricted gifts would be handled. Staff said donations above the council'9s acceptance threshold would be brought to the council for formal acceptance and that restricted gifts are to be tracked in a revolving fund for their designated purpose. The council directed staff to prepare a public-facing FAQ and confirmed the policy would go into effect that night; council members approved the resolution by voice vote.
