McMinn County Commission approves package of school, airport and local government resolutions

The McMinn County Board of Commissioners voted April 20 to approve a series of resolutions covering school finances, airport grant applications, road maintenance and multiple local appointments.
The commission approved Resolution 26-020 to transfer $1,000,000 from the Federal Projects Fund to the General Purpose School Fund to smooth cash flow while federal reimbursements are received, with the remaining $1,500,000 to remain as a committed fund balance. Mr. Luallen presented the measure; Commissioner Jerry Millsaps moved the motion and Commissioner Charles Slack seconded it. The motion carried by voice vote.
The board approved two contracts with the McMinn County Department of Juvenile Services. Resolution 26-021 authorizes one youth services officer to be stationed at McMinn County High School and McMinn Central High School for the 2026-27 school year at a charge to McMinn County Schools of $15,000. Resolution 26-022 authorizes a youth services officer at Athens Middle School two days a week at a charge of $5,000 to Athens City Schools. Mr. Luallen presented both contracts; motions to approve were carried by voice votes.
Commissioners also approved multiple budget amendments tied to the Innovative School Models (ISM) grant and other internal transfers, including a $180,000 reallocation from an "Assigned for Education" account to pay for textbooks; those amendments passed on recorded roll-call votes with the commissioners present voting in favor.
On airport matters, the commission approved Resolution 26-024 to apply for a Tennessee Division of Aeronautics grant to update the McMinn County Airport (MMI) 10-year Airport Layout Plan and Resolution 26-025 to seek preliminary engineering for runway safety area and apron-taxiway geometry improvements. County Mayor John M. Gentry said the local match for the preliminary engineering is estimated at about $13,000. Motions to approve both grants carried by voice vote.
The board approved a $36,000 professional services agreement with Mattern and Craig Engineers (Res. 26-026) to develop preliminary engineering for a pedestrian structure to allow the Eureka Trail to cross State Route 39; Mattern and Craigwill be paid from a private donor contribution.
Additional actions included adding County Road 299A (Dacus Lane) to the county highway maintenance system after a developer deposit of $11,162.50 (Res. 26-027); approving E-911-recommended private road name changes to facilitate emergency addressing in two Rarity Meadows subdivisions (Res. 26-028); and confirming the reappointments of David St. John and Jeff Cunningham to the McMinn County 911 Board (Res. 26-029 and 26-030). The commission also approved a resolution relieving the county trustee of reporting and collection liability for 2023-24 delinquent taxes (Res. 26-023).
A full slate of notary applications was approved before Chairman Scott Curtis adjourned the meeting at 6:37 p.m.
Actions taken at the meeting were moved and seconded on the record; where roll-call votes were recorded the minutes list the commissioners present and voting in favor. The minutes show no formal recorded "no" or abstain votes for the items considered.
