Rotary awards swimming grant; police chief recognizes 2025 officer of the year

Rotary Club President Kelly Villanueva presented a $1,800 grant to fund survival-swimming lessons for kindergarteners in the Winters Unified School District program; Chief John Miller honored Officer Trinidad Baton as the Winters Police Department's 2025 officer of the year.
Two special presentations were made at the March 17 Winters City Council meeting.
Kelly Villanueva (speaker 10), president of the Rotary Club of Winters, presented a $1,800 grant to fund a survival-swimming program intended to reach every kindergartner enrolled in the Winters Unified School District expanded-learning program this summer. Villanueva cited national drowning statistics and disparities in access to formal swim instruction and said formal instruction can dramatically reduce drowning risk.
Separately, Chief John Miller (speaker 12) presented the Winters Police Department's 2025 Officer of the Year award to Officer Trinidad Baton, noting Mr. Batan's work since joining the department in April 2024, his selection as a firearms and defensive-tactics instructor and his service in the U.S. Air Force Reserve.
Mayor and council thanked both community volunteers and department staff for their contributions.
