Council advances downtown entertainment/social district after boundary changes and operational questions

Winters City Council completed first reading March 17 of an ordinance establishing a downtown entertainment/social district that would allow open containers within a managed boundary and under a management plan requiring photo ID, wristbands and designated cups.
Staff explained the ordinance implements state enabling legislation and would coordinate operations with the Chamber of Commerce, use monitored cups and wristbands, and place boundary signs. Council and members of the public focused on where to draw the northern boundary: staff recommended including Railroad Avenue and nearby commercial parcels but councilors and residents raised concerns about including small stretches of Edwards Street that contain private homes.
After extended discussion about notice to affected residents, trash-management obligations, and whether private properties can opt out, council moved the northern boundary to Abbey Street for the time being and asked staff to research including a specific parcel (Yolo Fill) so that that business could participate. Council also requested staff and the downtown business group to clarify trash/compost collection, vendor responsibilities for enforcement and RBS (responsible beverage service) training for servers issuing wristbands.
The motion to approve Ordinance 2026-02 on first reading (with those boundary adjustments and direction to study parcel inclusion and operational details) passed. Staff will return for second reading with the ordinance language updated to reflect the agreed boundary and additional operational clarifications.
