Livingston County approves multimillion-dollar behavioral health contracts, funds crisis hotline and program expansions

The Livingston County Department of Health presented and the Human Services Committee approved multiple service contracts on March 3, 2026, including a three-year agreement with CASA‑Trinity, Inc. for behavioral-health services and Certified Community Behavioral Health Clinic (CCBHC) supports.
Jim Peraino reviewed the CASA‑Trinity contract at $1,788,879 per year (adjustable by state funding) for mental health prevention, peer engagement, residential services, jail services and related programs. Peraino said the contract will be funded with state and federal OASAS/OMH funding and county contributions, as budgeted; the committee voted to approve it.
The department also presented an exempt professional services contract with Dianne Whitmore for speech therapy in the Pre‑K program, a contract with Goodwill of the Finger Lakes to provide an after‑hours crisis hotline for the Livingston County Mental Health Clinic, and a contract with NYSARC/Arc GLOW to expand the LIVES vocational and educational program at SUNY Geneseo, funded by opioid settlement dollars. Motions to authorize the chairman to sign these contracts carried.
Peraino also announced activities for National Public Health Week (April 6–12, 2026) and provided routine public‑health operational updates.
