Council approves 35-acre animal sanctuary with conditions limiting events and animal counts

The council on Feb. 2 approved a conditional use permit for an animal sanctuary and hobby farm to operate on a 35-acre parcel at 26699 Lindale Road, with staff-recommended conditions limiting events, capacity and the number of animals.
City planning staff (Nick, S9) described the proposal, noting the site was recently subdivided from the larger Winkelman Farm and that staff recommended approval subject to conditions tied to future site improvements, event limits, and animal counts. "The animals would be up for adoption; however, if not adopted, they would live their lives on the farm," staff said, and described conditions to limit events and animal numbers either by zoning code or at the applicant's request.
Owner Thalia Hassiotis (S14) said she owns the 35-acre parcel and that the operation would have one paid staff member and additional volunteers; she said veterinary services would come to the farm in many cases and that one or two compensations would be used for on-site staffing. "We'll be preserving this 35 acres," Hassiotis said, and noted she has discussed the plan with at least one neighbor.
Neighbors raised questions about traffic and adjacent planned uses on nearby parcels; council members asked clarifying questions about acreage, staffing, and conditions. Staff said the application included many conditions tied to improvements and limits on events, and that the applicant could return to request amendments to the conditional use if they sought to expand.
A motion to approve the initial conditional use permit passed by voice vote. The approval includes the staff-recommended conditions that address event capacity, limits on the number of animals, and required improvements before any expansion.
Councilors noted the permit will be revisited if the applicant seeks amendments. Staff will monitor compliance with the conditions and the city will enforce zoning requirements if future changes are proposed.
