Board gives conceptual support to PYD indoor turf plan, asks for more details on cost, ownership and scheduling

Board members spent the bulk of the meeting discussing a conceptual proposal from PYD (with backing from PYB) to build an indoor turf facility at the sports complex, roughly sited on the northwest side (left-center of Diamond 3).

Staff described the packet materials and said the group had "vetted" preliminary layouts and cost estimates; staff noted PYB had proposed funding up to $600,000 of the purchase price over a 15-year term. Members pressed for more detail on likely additional costs (tree removal, utilities, restroom locations, and turf replacement over time) and how the financing and ownership would work. One member warned that a city council would expect to see clear scheduling terms so the facility would not be largely monopolized by a single group.

Questions included whether the city would provide upfront capital (staff observed the city does not have $1.2 million sitting idle), whether PYB would pay into a city loan or have a repayment plan, and whether a phased approach might reduce initial costs. Members noted an outstanding local proposal for a YMCA at the WCTC campus, raising concerns about duplicating services and the need to evaluate the broader regional picture before committing.

Staff recommended additional work with the city planner and an architect to refine layout, utility routing, restroom placement and maintenance obligations. The board expressed general conceptual support and directed staff and PYB to return with more precise financing scenarios, ownership/maintenance agreements, parking options and scheduling rules; no formal motion to commit city funds was made at the meeting.
