Casper ISD board certifies election results, swears in trustees and elects officers

The Casper Independent School District Board of Education on Monday certified the district’s February 2026 trustee election returns, approved the official canvass and completed its post-election reorganization by swearing in newly elected trustees and electing board officers.
Presiding officer Dewey Toliver read the canvass of returns for the district’s general election in Tarrant County, reporting totals for Place 1 as 279 votes (114 election-day, 121 early voting, 44 provisional) and for Place 2 as 309 total votes (Sydney Claridge 101; Tracy Gollman 208; 125 election-day; 134 early voting; 50 provisional). Toliver then called for a motion to approve the order canvassing the general election returns “as presented.” A board member moved to approve the order; Toliver announced the motion carried, 5-0.
The board conducted the formal swearing-in of elected trustees. During the ceremony an elected trustee recited the oath: “I do solemnly swear that I will faithfully execute the duties of the office of trustee… and will do the best of my ability.” The board then took photos to mark the swearing-in.
Under state law the board reorganized immediately after the election and qualification of trustees. The superintendent conducted nominations for officers. Mary Lou Martinez nominated Dewey Toliver for president; nominations were closed and the superintendent announced votes in favor of Toliver and congratulated him on his election as president. Martinez was nominated and selected as vice president and Kathy Gatica was nominated and selected as secretary; the meeting record announces each result though the verbatim vote counts for the officer elections are recorded in the transcript with unclear phrasing.
The agenda listed a closed session if needed; the presiding officer said a closed session was not required and the board moved on. The board set upcoming meeting dates, including June 1 (regular) and two special meetings on June 8 and June 15, and adjourned at 6:11 p.m.
