Council approves Willow Run preliminary plats after debate over outlots, easements and sidewalks

The Common Council on Nov. 3 approved preliminary plats for two portions of the Willow Run subdivision after extended discussion over how to protect wetlands and whether sidewalks should be required.
Staff told the council the plan commission recommended approval of both the rental portion (25 lots and one outlot) and the for-sale portion, but the applicant asked that setback areas protecting natural resources be recorded as easements rather than outlots. Staff said easements are permitted by the city’s land-division ordinance and that the applicant would add signage at natural-resource boundaries. Some council members pushed back, arguing outlots have historically been more respected by subsequent homeowners and provide clearer long-term access for maintenance.
On the rental portion the council approved a motion that included creating an outlot for the wetland-adjacent Lot 6 (rather than an easement) and required sidewalks as the planning commission recommended. Council also approved the for-sale portion with staff’s recommended approach of protecting natural resources in outlots with the setback area in easements and signage; staff explained shore-buffer (75-foot) setbacks are more impactful for lake/streamfront lots than the 25-foot wetland setbacks discussed elsewhere.
Council members emphasized that signage, clear plat notes and staff enforcement would be part of the final recorded documents. Staff confirmed sidewalk conditions (including an ADA access point next to a gate and a sidewalk along one side of the main street) will be addressed in conditions before final recording.
