The Dodge County Human Resource Committee approved updates to Clearview’s incentive policy, removing pandemic-era incentives tied to covering low-staffing periods while retaining a limited vacation incentive for covering full-time staff vacations.
Alyssa Goleman, acting administrator at Clearview, explained the change: the county found incentives for covering shifts during low staffing "are doing us more harm than good" because some part-time 'flexi' staff report minimal availability upfront and then accept last-minute shifts to capture the incentive, which complicates scheduling and payroll. Goleman described the proposal to revert the policy to its original intent and to "continue to offer vacation incentives for staff," with a $40-per-shift incentive when a flexi covers a full-time employee’s vacation.
Goleman also described operational adjustments: aligning the attendance occurrence threshold from 3 hours to 1 hour to match a recently updated absenteeism policy and phasing communication to staff during the summer months when student availability is highest to allow adjustment.
Roger Bridal moved to update the Clearview policy as presented; the motion was seconded and carried by voice vote with no opposition recorded. The committee asked staff to work with department leaders on communications and on alternative, non-monetary approaches to staffing challenges where appropriate.
Next steps: HR and Clearview administrators will develop a communication plan and timeline for implementation, with the intention of minimizing disruption to care services while reducing unsustainable incentive spend.
