Committee lowers pay grade for vacant Clearview life-enrichment director role after job-description review

The Dodge County Human Resource Committee voted April 16 to reclassify a vacant Director, Life Enrichment Services position at Clearview from pay grade Q to pay grade O following a review of the job description and a recommendation from compensation consultant McGrath.
The Human Resource Director told the committee that when a position becomes vacant it is an opportunity to review duties and minimum qualifications. McGrath recommended placing the role two pay grades lower based on internal and external comparables, including data from a LeadingAge survey of nursing facility positions in Wisconsin.
HR presented the pay-range comparisons used to set the new grade: the previous grade Q showed a starting hourly-equivalent rate of 45.94 and a top rate of 61.74; the proposed grade O shows a starting rate of 40.98 and a top rate of 55.04. The director said the position remains exempt and the master's degree language was changed from required to preferred; some certifications (CPR, driver-qualification) were added.
A committee member observed parts of the draft description appeared to have been copied from a director of social services job description and said the life-enrichment/activity duties differ; the committee agreed the revised description better matches Clearview needs. Committee members noted it is unusual to lower pay grade but agreed the vacant position is the appropriate time to adjust the classification.
The chair moved to approve the reclassification with the noted job-description changes; the motion was seconded and carried by voice vote. The committee did not record a roll-call tally in the transcript.
