FPRA approves mural, facade, Depot Drive and Jetty Park West measures; roll calls unanimous

Mural program: The CRA advisory committee recommended four mural sites and artists with a total FY26 program budget of $100,000. The board accepted the advisory committee’s selections and authorized staff to execute agreements for artist work at St. Andrews Episcopal Academy ($20,000), Mervis Café and Grill ($18,000), Elks Lodge 1520 ($15,000) and Dream Chaser Preschool ($8,000).
Commercial façade grant revisions: Planning staff presented changes to the commercial façade grant program to require pre-application review, a package-deal approach requiring at least three primary façade improvements, and added 10 bonus evaluation points for projects with frontage on Orange Avenue. The program remains a reimbursable, 50% match up to $25,000 per eligible project; the board approved the revised guidelines.
Depot Drive parking lot: The board approved an interlocal funding agreement to advance design for the Depot Drive parking lot improvement project (design will be managed by the city), which includes added parking, pedestrian connectivity and lighting; staff noted county partnership or 50% cost-share was discussed and will be pursued.
Jetty Park West: The FPRA approved funding and an interlocal arrangement for design of Jetty Park West improvements to extend the park aesthetic and add improved parking and amenities.
All recorded roll calls in each instance showed affirmative votes from Commissioners Johnson, Broderick, Zadofsky, Gaines and Chairwoman Hudson. None of the items required immediate construction funding beyond design and agreement approvals presented at the meeting.
