Dodge County committee endorses $100,006.50 lidar update to refresh county topographic data

The Land Resources and Parks Committee approved a signatory endorsement Feb. 23 for a joint lidar acquisition with the state and USGS that will update Dodge County's 2017 topographic data; staff said lidar supports culvert inventories, building footprints and other GIS functions and that the county's share is about $100,006.50.
County staff told the Land Resources and Parks Committee that Dodge County intends to join a multi-county lidar acquisition with the state Department of Administration and the U.S. Geological Survey to update the county's topographic data, last refreshed in 2017.
A staff member said lidar provides a three-dimensional view of topography and supports additional features such as building footprints and a culvert inventory. "It gives us the three-dimensional view of topography," the staff member said, adding that the work enables more detailed GIS analysis for park planning and code review.
Staff said partnering with seven other counties and state/USGS partners reduces Dodge County's cost; the county share for the purchase requisition was stated as $100,006.50. Under new county purchasing policies, any item at or above $100,000 must be presented to committee for sign-off; staff said the purchase authority and requisition are ready and the committee's signatory endorsement will allow the county to move forward.
A motion to recognize and endorse the requisition was moved, seconded and approved by voice vote.
Staff said the lidar flights will be performed by aircraft (not satellite) and that processing the data can take time; the county expects updated datasets and new GIS products (building footprints, culvert elevations) after processing is complete.
