District projects enrollment growth tied to developments; Francis Mack addition on schedule
Summary
Operations staff said the Francis Mack addition remains on schedule and on budget; a facility study identified 11 proposed subdivisions within Lexington 4 and estimated a potential mature enrollment of 833 students (maximum estimate 1,647) from 2,082 units, with a 50-units-per-year build model projecting about 514 additional students in 10 years.

Operations staff updated the Lexington School District 4 board on the Francis Mack construction and a district facility study that projects enrollment growth connected to new residential development.
The construction update described excavation, soil nail installation, and rebar work for Francis Mack's lower level, with the project staying on schedule for classroom and band room additions. The presenter said work was coordinated with contractors to pour concrete overnight to reduce disruption during testing season.
On the facility study, the operations official said the district has 11 subdivisions on record within its boundaries representing a proposed 2,082 housing units. Using two enrollment-conversion approaches, the presenter provided a 'maximum enrollment' projection (based on an 80% capture assumption) estimating 1,647 students and a 'mature enrollment' estimate (based on a 42% capture rate observed locally) estimating 833 students at build-out. The consultant recommended a model assuming 50 housing units per year as the baseline; under that approach the district could see roughly 514 additional students in 10 years compared with historical trends.
The county-wide density maps and capacity-utilization analysis showed some elementary and middle buildings approaching design or program thresholds in 10–15 years under higher-growth scenarios. The operations official said a capital investment plan, preventive maintenance schedule and recommendations will be provided at next month's meeting to address potential facility needs.
Board members asked for copies of the study data; operations staff committed to provide the documents.
