Fallbrook approves Proposition 28 annual plan, earmarks about $878,000 for arts and music

The Fallbrook Union Elementary School District governing board unanimously approved the district’s annual report and plan under California’s Proposition 28, the Arts and Music in Schools Funding Guarantee.
Assistant Superintendent TGA Bustani presented the plan and financial breakdown, saying the district “received a total of $878,000” in Prop 28 funds and that 80% of the allocation must be spent on salaries and benefits while up to 20% may be used for materials and outside vendors. Student co-presenter Gracie Cortez told the board, “Art and music are important for all students to become well-rounded and lifelong learners.”
Bustani described how allocations will be distributed by site based on enrollment, with examples including an art elective wheel teacher at Potter Junior High, additional general-fund support for instrumental repair, STEAM lab integration of arts lessons and short-term district teachers to support VAPA (visual and performing arts) activities. The presentation noted $855,000 in site allocations and a small central administrative allocation for curriculum and materials.
Trustees invited continued public feedback on how arts instruction is rolling out and encouraged families to contact the district with questions. The board then moved, seconded and voted to approve the Prop 28 annual report and plan as presented.
The board’s approval means sites will incorporate their VAPA plans into school plans for student achievement; staff said principals and VAPA coordinators will oversee site implementation and report on progress in future meetings.
