Board moves to streamline charter application into two-phase process and re-elects chair, selects vice chair

The Statewide Virtual Charter School Board discussed and generally supported a proposal to restructure the initial charter-authorization process into two phases: a shorter initial application focused on vision, leadership, capacity and community need, followed by a robust 'ready-to-open' pre-opening year during which detailed financial, operational and policy documents would be finalized.

Staff argued the staged approach would reduce unnecessary paperwork at the outset and improve vetting and support for high-promise applicants. Suggestions included a 50-page narrative cap for the initial submission, a pre-application training and screening process, internal staff triage to reject low-merit or plagiarized applications, and a board subpanel to handle deeper vetting. Several members emphasized the use of charter contracts to embed outputs and KPIs for the ready-to-open year.

Board members supported moving the proposal into draft administrative rules for consideration at the August meeting and asked staff to consult legislators and refine statutory language if necessary.

Separately, the board approved officer elections: Brian Shell was re-elected chair by unanimous roll-call vote and Damon Gardenhire was elected vice chair, also by unanimous vote.
