Residents press Authority for more emissions testing and for public posting of stack test results

Members of the Sierra Club and Beyond Burning used the meeting's public-comment period to press the Solid Waste Authority for expanded emissions testing and greater transparency.
Linda Smith asked whether the Authority could require continuous testing for dioxins, polycyclic aromatic hydrocarbons, mercury, arsenic and lead rather than relying on annual or infrequent sampling. She also asked that failed tests be retested and suggested unannounced ('pop quiz') test times to better capture short-term spikes that she said can harm people with asthma.
Authority staff and leadership responded that the engineering firm referenced in the consent item (Arcadus) performs professional services and compliance work but does not conduct stack testing; staff said the facilities are in compliance with EPA permits. Mayor Baxter and Commissioner Saxs both supported posting a public-facing summary of stack-test data on the Authority website and including a hyperlink to the state's Oculus reporting portal so residents can access full reports if they wish.
Next steps: Staff agreed to post a summary of testing results on the Authority website and to provide a link and directions for residents to access full reports through the state's portal. No change to sampling frequency or contract terms was adopted during the meeting; those issues were raised for future consideration and potential negotiation.
