Council Adopts Handicap Parking Ordinance, Introduces Rules-of-Order Change and Approves Consent Agenda

The Hackensack City Council approved several formal actions during its November meeting.

By voice vote the council adopted Ordinance 45-20225, which amends Chapter 170 (Vehicles and Traffic) to add a new handicap parking space under Section 49.2. The council then introduced Ordinance 46-2025, an amendment to Chapter 37 governing the city’s rules of order; introduction was approved by voice vote and will return for further consideration as required.

The council also passed the consent agenda (Resolutions 446–458) in a single motion. The consent package included routine items (bill payments and tax refunds), administrative approvals (temporary extension of park hours, tax-collector conversions of certain charges to property liens, liquor and rapper licenses), contract awards and project authorizations (construction administration award for Baldwin Park ADA sidewalk improvements), grant and plan updates (equitable Section 457 deferred compensation plan), release of escrow for 150 Hobart Street, and an award of a national co-op contract for the purchase of two E1 pumper fire engines. The consent agenda also included a resolution authorizing a ‘mini food pantry’ project and an employment agreement with City Manager Thomas Freeman.

No roll-call tallies were recorded in the audible meeting record; the mayor announced motions carried following the council’s affirmative voice responses.

Council members stated that any agenda items requiring discussion would be removed from consent in future meetings to ensure transparency and debate when needed.
