The Corrales Village Council approved the Harvest Festival event application at its Aug. 26 meeting after a substantive discussion about insurance, fee waivers and the village’s role as co-sponsor.
Councilors reviewed certificates of insurance and confirmed that participating properties and nonprofits would be added as additional insureds when appropriate. One councilor asked whether the waiver of rental or fee obligations for co-sponsoring entities could create an anti-donation problem; the village attorney and staff explained that co-sponsorship for a villagewide community event is different from a unilateral gift and that the village’s role as co-sponsor typically counts as joint participation in a public event rather than an improper donation.
A councilor moved to amend approval by requiring administration to deliver a one-page financial summary of income, waived fees and any village in-kind value to council by Oct. 28; that amendment failed for want of a second. The application then passed on a voice vote.
Councilors noted they would continue to track insurance, permit approvals and any financial impacts to the village. The meeting record shows later votes approving related items, including resolution 25-37 to co-sponsor the Starlight Parade.
