The Fort Atkinson Plan Commission on March 24 approved eligibility guidelines for a critical home‑repair program to be delivered by Habitat for Humanity in partnership with the city.
Staff said the city council previously authorized a $250,000 contribution from the city’s affordable housing fund to seed the program and that Habitat has applied to the Fort Atkinson Community Foundation seeking matching funds. Staff said the program will proceed on the city funding even if the foundation match is not approved.
Eligibility rules in the submitted guidelines require owner‑occupancy with clear title, homeowners insurance, current property taxes, at least one year of ownership, and gross household income at or below 80% of area median income (AMI). Habitat will manage project scopes, solicit and review contractor bids, and aim to contract locally where feasible; Habitat will not act as the construction contractor but will oversee bids and project management.
On reporting, staff said the commission will receive monthly program updates from city staff and an annual summary from Habitat while respecting homeowner privacy; staff also said the program will include before/after documentation for completed projects where homeowners consent. The commission voted to approve the guidelines as submitted.
Approved applicants will proceed through the building permit and bidding process; the commission will review program updates going forward.
