Heather Ryder, senior planner for Winter Haven City, presented maps and analysis and told commissioners the subject parcel is currently zoned mixed use (MX) while much of the surrounding block and intersection corners are zoned commercial highway (C3). Ryder said Beacon 6 Holdings LLC, the petitioner, owns adjacent parcels zoned C3 and proposes to redevelop the site in conjunction with those parcels.…
