Broadview trustees approve digital equity participation, contracts, reappointments and business licenses

At its regular meeting, the Village of Broadview Board of Trustees approved a slate of resolutions and contract awards, including participation in the Illinois Digital Equity Capacity grant program (IDEC), a letter of commitment with Strategic Exceptions Professional Consulting, several reappointments, and multiple contract awards and business licenses.

Trustees approved village participation in the IDEC program and a related letter of commitment intended to support digital-literacy and digital-access efforts in underserved communities. Both motions passed on roll-call votes with multiple abstentions recorded by Trustee Miller.

The board reappointed Mark McHugh to the zoning board of appeals (as chairperson) and reappointed Angelita Jordan Harper to the board of fire and police commissioners; both resolutions carried with recorded abstentions. Trustees also approved a shared bulk road-salt joint-purchase participation agreement (staff said the village typically commits to roughly 800 tons and must accept about 80% of the allocation) to secure lower unit pricing.

For capital and maintenance work, trustees awarded the 17th Avenue reconstruction asphalt contract to Everlast Blacktop, Inc., which submitted the low bid at $457,000 compared with an engineer’s estimate of $599,000; the project is grant-funded and expected to start the second week of May. The board also approved a flooring contract for the public works facility with Matrix Coding Solutions, Inc.; the reported contract price was $93,686.80 and the work is funded under a DECO grant.

On economic development, the board approved a resolution supporting a Class 6B real-estate tax assessment application from Clear Height Acquisitions LLC for the property at 2400 South 27th Avenue. Staff said the building is roughly 84,000 square feet, with about 37,000 square feet currently vacant, and the applicant expects to invest $650,000–$750,000 in rehabilitation plus about $70,000 in tenant improvements to bring the property back into productive use.

Trustees also granted business licenses to Four Eyes (at Broadview Village Square), 3D Stones LLC (wholesale at 2000 S. 25th Ave., suite 140) and Premier Trolley, Inc. (storage at 2421 S. 25th Ave.). The motions generally passed with unanimous or near-unanimous roll-call votes when trustees were present.

The meeting record shows limited discussion on the individual items; staff provided background for each resolution, and trustees asked few clarifying questions before voting. The board adjourned at 7:05 p.m.
