Pavilion council approves change order for city park renovation; parks director says most areas will open for Pavilion Days

The Pavilion City Council on April 7 approved resolution R2600062, a change order with Mikohhini Construction to add amenities and a credit to the Pavilion City Park renovation project.
Parks Director Tony Gowen told the council the project is progressing and that, apart from a new shelter and station delayed by Army Corps of Engineers requirements, "we are still planning on being almost all the way open for Pavilion Days." He said crews expect to pour the stage and shelter floor soon and begin vertical construction in the coming weeks.
Gowen described a contract change to lay sod rather than seed and an expanded irrigation plan in the change order to accelerate turf establishment ahead of heavy public use. "In the change order tonight, you'll see some expanded irrigation as well over to the parking lot area," he said, adding the contractor is using turf vendors the city knows to help speed installation and rooting. He also noted decorative light poles, wider sidewalks to help residents with limited mobility and that overhead power lines through the park have been placed underground.
Council members asked about impacts to Pavilion Days. Gowen said the carnival area will remain in its usual location and staff have planned to retain vendor capacity in the redesigned layout: "I think they still have 100 spots they can put in there for the vendors fair." He cautioned organizers to "play it by ear" during this first year with the new layout but said staff will be on hand to work through issues.
Councilman Mumgard and others pressed on timing and the city's strategy for protecting new turf. Gowen said the park will remain closed while sod is installed and described steps staff will take to improve rooting, including soil amendments and drip irrigation. "We're actually going to go in and do some things to amend the soil with fertilizers ahead of time to supercharge that sod," he said.
The resolution was moved by Councilman Glover and seconded by Councilman Mumgard. After council discussion, the motion passed.
The council vote also confirmed that the public parking lot remains closed for the duration of the police department renovation and reminded residents the department is reachable by phone during the project. The parks director and staff will provide updates to council as construction milestones are reached and as Pavilion Days approaches.
