Weber County CRA and Nordic Valley PID agree to tax-increment participation

The Weber County Community Reinvestment Agency voted April 7 to participate with the Nordic Valley Public Infrastructure District, approving a tax-increment financing participation agreement intended to help the PID pay its infrastructure bonds.
Ms. Stephanie Russell introduced the agreement, saying it “outlines the terms and conditions of providing tax increment finance to the public infrastructure district to assist them in paying off their infrastructure bonds for that particular project.” She told commissioners the document follows updated county CRA policy and includes tighter reporting requirements that restrict the use of funds to infrastructure and require annual reporting on use.
A motion to approve Resolution CRA 01-2026 was moved and passed by roll-call vote. Commissioners Bolos and Harvey voted Aye; Chair Froerer also voted Aye. Commissioners then moved and approved the participation agreement itself by voice vote, after staff clarified the agreement was not separately listed on the agenda.
County staff said the agreement is similar to prior CRA–PID participations but includes new reporting components adopted in last year’s policy update. No amendments to the agreement were recorded during the meeting.
The agency adjourned the CRA portion of its meeting after the approvals. The county will proceed with the agreement implementation steps described by staff, including reporting responsibilities.
