The Roseland governing body on May 20 adopted Ordinance 12-2025, adding a new section on the use of motorized bicycles to the borough’s police regulations.
During the meeting, resident John Turzo urged the borough to favor education over bans. "I would love to extend this ... to the town of Rosland, and I'm asking for your support," Turzo said as he described plans for an e-bike safety course for youths and neighboring towns.
Councilwoman Paratt reported that Lieutenant Bolard will institute a local e-bike safety initiative tied to the ordinance: when officers observe a child using an e-bike safely, the department will work with youth boosters and recreational staff to provide a small voucher reward (for example, a free ice cream at the snack shack) as positive reinforcement. Paratt also acknowledged Detective Haidider and team for recent arrests related to a break-in; she tied public-safety work to the borough’s broader approach to neighborhoods and young riders.
The ordinance was adopted by roll call. The council recorded affirmative votes for the members present and stated the ordinance "shall take effect as provided by law." The council asked staff and the police department to coordinate implementation and outreach tied to the new regulation and the safety initiative.
Next steps include posting the ordinance on the borough website and coordinating training/outreach between Police Department and recreation staff.
