Roseland council adopts motorized-bicycle, traffic and parks ordinances; introduces several new ordinances and bond measures

Roseland’s governing body adopted three ordinances and approved routine fiscal items at its May 20 meeting, while introducing several additional measures for future public hearings.
The council adopted ordinance 12-2025 to add a section on the use of motorized bicycles to the borough’s police regulations. The roll-call adoption was recorded as affirmative by the members present. The council also adopted ordinance 13-2025 (amending stop-intersection rules in chapter 7) and ordinance 14-2025 (amending parks and recreation rules in chapter 14); each was approved by roll call.
Council members introduced a series of ordinances for public hearing on June 17, 2025, including ordinances 15-2025 through 20-2025 covering traffic stop intersections, noise regulation, pavilion weekend hours and fees, private-property parking, capital improvements, and acquisition of an ambulance. Notices for those hearings will be posted on the borough website and published in the Progress newspaper.
The council approved the May 14 bill list (Resolution 188-2025) and adopted resolutions 189-2025 through 203-2025 by consolidated motion and voice vote. The consent agenda — including authorization for two borough staff to attend the Essex County Municipal Clerk Association meeting — was also approved.
The meeting concluded with a move into executive session; the public was told the body would take no formal action on return and would only take a motion for adjournment.
