Other formal actions
- Transportation Committee approved an intersection dedication for Lieutenant Larry L.V. Vaughn (local $500 sign cost required by statute).
- Council approved a ministerial certification/confirmation for a 2010 fee-in-lieu (tax) agreement tied to Mountain SC LLC (FedEx tenant) at the owner’s lender request; staff said the certificate does not change the original terms and the property is in compliance.

Council discussion and follow-up
Several rezoning approvals were granted on first reading, and councilors repeatedly asked staff to provide more information — most commonly the traffic-impact analysis, photometric lighting plans and precise buffer-yard requirements — before subsequent readings or implementation. In the case of the large QTS-adjacent rezoning and other Highway 160 items, neighbors asked for clearer enforcement and for staff to ensure DOT access approvals and separation standards are met.
Council recorded these motions and outcomes in the meeting minutes; vote tallies were recorded as "I" (ayes) with no roll-call tallies published in the verbal record for most items and a number of items noted as unanimous.
