Commission approves outpatient surgery center design and grants variance for ambulance access at 428 W. Grand Blvd

The Planning & Housing Commission approved architectural review and granted a variance to permit parking between the building and Grand Boulevard for a proposed outpatient ambulatory surgery center at 428 West Grand Boulevard.
Planner Ria Lopez said the 3,560 ft² medical building is designed to serve children and patients requiring monitored anesthesia; the design includes a front garage area to receive ambulances and specialized transport for patients who cannot access a standard entry. Lopez explained that state OSHPD/health facility design requirements and fire‑access needs constrained the lot layout and that the narrow, irregular parcel made rear parking and the required fire turnaround infeasible. "These design criteria are only possible with the building being located toward the rear of the property," she said when discussing alternatives.
Applicant Dr. Char Alakani introduced Moby Surge, a physician‑led anesthesia and surgical services organization, saying the Corona facility would provide scheduled outpatient procedures with low daily volumes ("less than 10 patients a day" on average) and hospital‑level safety in an outpatient setting. The applicant and staff also worked with the Corona Historic Preservation Society on architectural elements intended to reflect historic Grand Boulevard features.
Richard Wyn of the Corona Historic Preservation Society spoke in support of a design that respects surrounding historic fabric and suggested protective measures (bollards/ballards) near the proposed gated entry. Commissioners discussed fire access, ambulance operations, and compatibility with the downtown specific plan.
The commission adopted the architectural resolution (Reso. 2683) unanimously and then approved the companion variance (Reso. 2684) by a 3-1 vote with one nay. Conditions include protective measures at the front gate and other standard development conditions. The applicant said the facility would not be an emergency room; procedures are scheduled and patients are discharged the same day.
