Planning commission approves K1 Speed indoor go‑kart at Dos Logos; staff finds shared parking adequate

The Planning & Housing Commission approved a precise plan modification to redevelop an underused parking pad at the Dos Logos retail/entertainment center with a new single‑story 44,855 ft² building to house a K1 Speed indoor go‑kart facility and associated restaurant and arcade.
Senior Planner Evan Langden told commissioners the 2.8‑acre pad would lose 149 of its 278 existing spaces but that 128 remaining spaces exceed the 54 spaces required by code for the new use, and that the Dos Logos center would still be overparked overall by 106 spaces when accounting for shared parking across the center. "The remaining 128 spaces would be well above the 54 that are required for this building," Langden said.
Property owner Scott Osland explained the center's strategy to shift toward entertainment uses and described reductions in theater seating and reconfiguration of uses that lowered peak parking demand. Commissioners asked about weekend and evening peak overlaps between the theater, bowling and K1 Speed. Osland said the theater conversions and other tenant changes reduced peak intensity and that Dos Logos remains "very overparked" today.
The commission adopted a resolution finding the project CEQA‑exempt as infill development and approved the plan modification by unanimous vote (4-0). Staff will finalize conditions of approval and the applicant will return to the city with sign permits and final construction details.
