Choctaw Nation parent asks Broken Arrow board to update student IDs for Real ID compliance

Heather Ann Cain, a parent at Broken Arrow Freshman Academy and elected secretary of the Indian Education Department Parent Committee, told the board that current Broken Arrow student IDs do not list the full school year and therefore cannot be used to meet Real ID requirements that become relevant when updating CDIB (Certificate of Degree of Indian Blood) cards for students aged 14 and older. "Currently BA student IDs don't show the school year so students can't use them for Real ID compliance," Cain said, and she described the financial and logistical burden on families who otherwise must obtain a state ID or passport.

Cain asked the board to implement a simple change — adding the full, current school year to student ID cards before new IDs are issued in August — which she said would remove barriers for Native families and help the district correctly capture eligible federal Indian Education funding on the 506 form. "The solution is simple, add the current full school year to student IDs," she said.

Why it matters: If valid, the change could reduce travel and cost burdens for tribal families needing Real ID–compliant identification and could affect how students are documented for federal Indian Education allocations. The petition was presented during the public comment period; no formal board action or response directing staff to act was recorded in the transcript.
