At its Nov. 20 meeting, the Chico Unified School District board approved a package of human-resources actions that included a reappointment to the district's Personnel Commission, acceptance of union 'sunshine' openers for negotiations, the elimination of several vacant classified job slots from the budget, and a termination resolution for a certificated employee.
Human Resources recommended reappointing Gloria Bever to a three-year term on the Personnel Commission; the board approved the appointment by roll call. District negotiators also reported that they and California School Employees Association (CSEA) Chapter 110 had exchanged 'sunshine' openers for the 2025–26 contract year covering wages, health and welfare benefits and other articles; the board accepted the openers for negotiation.
Business services presented two related resolutions (1664 d24 and 1665 d24) to eliminate vacant classified positions that exist as four- and five-hour placeholders on the books. Staff said the positions are largely unfilled due to reclassification (for example to six-hour instructional paraprofessional positions or to intensive-needs paraprofessional roles) and that removing them from the budget eliminates artificial placeholders and frees funds for reallocation. "The position exists so when we go to create the budget...the system still generates [a placeholder]," district staff member Jacqulyn said, explaining how removing the positions releases budget capacity.
The board approved both elimination resolutions by roll-call votes. Trustees also approved Resolution 1666 d24, a recommended termination of a certificated employee under California Education Code sections 44932 and 44934; staff said no evidentiary hearing was requested by the employee and recommended approval.
Why it matters: The personnel actions collectively affect how the district manages its staffing budget and bargaining posture going into the 2025–26 school year. Removing vacant placeholders alters how the district presents staffing costs in interim reports and frees dollars to be shifted within the budget; acceptance of union openers begins formal bargaining for next year.
