Glen Ridge council adopts budget-cap ordinance and approves fee, parking and hazard-mitigation measures

At a regularly scheduled meeting, the Glen Ridge Borough Council adopted several routine financial and regulatory measures and introduced an ordinance aimed at water-meter replacement.
Councilor Leavitz moved resolution 95-25 to pay municipal bills; the motion was seconded and carried on a roll-call vote with all six members present voting yes. The council then adopted resolution 91-25 to update fees for streets and sidewalks, parking permits, water-connection and meter-reading charges to align with current costs.
The council introduced ordinance 1822 (first reading), which would amend chapter 13.04 of the borough code to provide for comprehensive and timely replacement of water meters; the ordinance was referred to the municipal clerk for statutory publication and posting.
During the meeting the council also conducted a public hearing and adopted ordinance 1820 for calendar year 2025 to exceed municipal budget appropriation limits and establish a cap bank under New Jersey law. After closing the hearing the council adopted the ordinance by roll call.
Councilor Hughes moved resolution 92-25 to adopt the 2025 Essex County Hazard Mitigation Plan, citing federal statutes that guide hazard mitigation planning; the council thanked police and staff for their work and adopted the resolution unanimously. A separate ordinance, 1821, imposing parking restrictions on designated streets (coordinated with Bloomfield street-sweeping) was presented for final reading, received no public comment, and was adopted.
Council also proclaimed April 25, 2025, as Arbor Day and noted recent plantings overseen by the Shade Tree Commission. The meeting included routine community and public-works announcements about the town newsletter, recycling and a county household hazardous waste day; a medicine dropbox event for prescription disposal was also announced.
