The ordinance was discussed at the prior work session; Vice Mayor Barry moved the measure, which passed on first reading after Miss Perry called the roll and commissioners voted in favor.
The item will return for a second reading and final vote in a subsequent meeting timetableed during the budget process. Staff indicated the city is in the final quarter of FY26 and is conducting weekly budget workshops through April.
