Nina Sichler (Public Works) described the project as a restriping or limited concrete-repair effort for the specific section in front of Riverside High School for a different agenda item; for the garage repairs she said a structural engineer evaluated the facility and identified limited areas that need remediation. Roy Burbble (public buildings) said the full garage had been evaluated but only portions of one section required immediate repair.
Council members expressed support for prompt repair given public-safety considerations; staff said shoring had addressed the most urgent risks and that the emergency appropriation will allow the work to proceed without delay. The committee approved the emergency measure unanimously and adjourned after noting other items still pending on second reading.
