City manager asks to continue nuisance ordinance; council questions $990,000 increase to wastewater master-plan scope

City manager Prom asked council to continue a third reading of a nuisance (referred to in the transcript as a 'foul') ordinance to a date certain in June to allow additional staff and legal review of ordinance language and potential need for public input.

"Staff would request council continue it to a date certain in June," the city manager said, explaining that internal review suggested more time was needed to work through aspects of the ordinance before a third reading.

Later in the meeting Counselor Sweeney questioned a separate agenda item: an increase in engineering services associated with the city's wastewater master plan. Sweeney asked whether the $990,000 figure represented a wholesale increase to the master plan. Staff clarified the scope now includes headworks improvements, screw pump replacement, a UV system replacement and clarifiers under the master-plan umbrella, and that many of the added costs correspond to those additional components rather than to the base master plan alone.

Staff told council the item will remain off consent for discussion and recommended that members review the memo and raise questions when the item appears on the agenda so the design and cost drivers can be explained in detail.

Next steps: The nuisance ordinance will be scheduled for a future meeting as a continued item to allow staff review, and the wastewater master-plan amendment will be discussed in detail when it comes up off consent so the council can examine scope and cost components.
