The presenter said the pilot was produced from operating funds and that the decks create an exclusive, rentable viewing experience similar to an upper balcony. "We are able to sell these VIP spaces for quite a fair amount of money per event," staff said, and estimated that two to three events would cover the cost of a new deck.
Staff identified available capital dollars from previously completed Ford Wyoming Center projects (referred to as Number 17 funds) and said policy requires a budget amendment to reallocate capital funds to a new purpose; the request is for pre-approval to buy materials now and reconcile the transfer in budget amendment three.
Councilors asked clarifying questions about capacity, break-even frequency and the seating configuration in the horseshoe/concourse area. Staff described the decks as modest-cost metal decking with high-top tables that expand rentable inventory and said the existing pilot was already sold for several upcoming events.
Council gave informal direction to proceed with procurement and to reconcile the reallocation in the upcoming budget amendment; staff will return with final budget amendment language and contract documents if the council moves forward.
