• Litter campaign and JFRD equipment (part of same package, 20250900): Council approved $400,000 for a city litter/blight campaign and $850,000 for Jacksonville Fire/Rescue Department thermal imaging cameras and bailout kits; the chief described the equipment as critical safety gear for personnel. Vote recorded 6–0.
• Completion grant funding (20260031): The committee approved using retained earnings to fund a previously approved $25.8 million completion grant and waived a code section to permit the expenditure mechanism. Members heard that this reduces next year’s budgetary pressure; vote recorded 6–0.
• CIP corrections and new named projects (20260033 and 20260034): Council approved amendments that move countywide 'pots' into named projects (traffic signals, signs/stripes, intersection improvements) and corrected prior‑year funding sheets. Public‑works staff said the changes shift money into identifiable projects rather than remove spending. Vote tallies were unanimous or showed 5–0 on certain motions noted in the record.
• JSO state grant vehicle (20260039): The committee accepted a state grant and approved purchasing a van to transport immigration detainees at state direction; JSO said the vehicle will be used to move ICE detainees between local jails and federal offices as part of the state program.
