The Springdale City Council voted Nov. 5 to draft a resolution asking state and federal lawmakers for guidance and assistance on maximum residential occupancy enforcement, a step council members said is needed to address complaints about overcrowded rental properties.
Administration reported that the Ohio Municipal League currently has no active model addressing the occupancy issues Springdale is experiencing; staff suggested the city could nevertheless draft a resolution and share it with state associations and other municipalities. Council members described neighborhood complaints and uneven enforcement workloads and recommended gathering more resident reports and coordinating with neighboring jurisdictions.
Council moved and seconded a motion to draft a resolution to outline the city's concerns and request guidance; the motion passed by voice vote with seven affirmative votes. The chair said the draft will be brought back to council for review under council rules.
What council asked staff to do next: draft language describing local enforcement challenges, identify relevant municipal and state contacts, and circulate the draft to other communities or the Ohio Municipal League for possible joint action. No ordinance or binding code change was made Nov. 5; the action authorized only preparation of a resolution for subsequent council consideration.
