Cotati commissioners review General Plan APR; residents raise concerns about CHP training and local enforcement

Staff presented Cotati's General Plan annual progress report and the implementation table that tracks responsibilities across departments. Staff and commissioners discussed the cost and timeline for a full general plan update (staff estimated roughly $1 million), the capital improvement plan (CIP) and the current infeasibility of recycled water due to infrastructure costs and limited local demand.

During the public‑comment period residents raised a separate concern about California Highway Patrol (CHP) activities. Resident Adrien Lobby described a pattern she and a local homeless‑services group say involves CHP training events where people from local encampments are taken to nearby facilities and used as training subjects; she said the interactions were not voluntary and urged the commission to investigate jurisdiction and appropriate responses. Director Hush and Chair Long said they had no immediate jurisdictional answer and referred the commenter to the police department for clarification and follow‑up.

A Zoom commenter, Kimberlin Moffet, asked about status updates on sidewalk projects (including a high‑cost Valparaiso segment removed from near‑term funding), the Plaza reunification project (currently in year five of the CIP) and Safe Routes to School coordination (staff said no district contact has been identified). Staff described where projects sit in the CIP and said the spring CIP update will show current schedules and funding status.

Commissioners also discussed state law allowing cities to adopt ordinances that permit ADUs to be separated and sold; staff said Cotati has not opted into that approach and would need council direction to prepare an ordinance.
