Planning Manager John Signno presented the application, noting the site is part of the El Paso Shopping District and that the restaurant occupies an existing 5,700‑sq‑ft building with roughly 3,000 sq ft of indoor dining and outdoor seating. Staff recommended approval under CEQA Class 15301 (existing facilities) and attached standard public‑safety conditions.
