Board tables RFP for legal services after review of procurement requirements

The Grants-Cibola County Schools administration presented a draft request for proposals (RFP) for board legal services and outlined procurement requirements under the district procurement code (chapter 13). Mr. Jones of the business office explained that competitive sealed proposals must include the specifications of the services, contractual terms, disclosure forms and submission dates and that price may be determined through negotiations tied to a clearly written scope of work.
Mr. Jones said the RFP process ‘‘protects federal and state money’’ and that evaluation committees typically review and rank proposals; the board then receives recommendations. He described standard safeguards: a 10-day public posting window after selection, requirements for résumés of personnel, and the district’s option to make multiple awards to firms with specialized experience.
Board members pressed for clearer language in mandatory specifications, including the RFP’s three-year New Mexico public-education experience requirement for firms, and raised the risk of perceived conflicts in a ‘‘small community’’ where relatives may bid. A board member asked who scores proposals and was told an evaluation committee performs scoring and documents rankings; the board reviews recommendations and makes award decisions.
Members and staff also discussed tribal-relations work and whether it should be a separate mandatory category. Mr. Manning (referencing prior procurement recommendations) cautioned against overly narrow specifications that could unintentionally exclude qualified firms.
Superintendent Winer recommended that the draft be revised and returned with a rubric and timeline. Dr. R. Shambo moved to table consideration of fielding the RFP; Mr. Ortiz seconded. The motion to table until the Dec. 3 board meeting passed on a roll-call vote.
The administration plans to circulate an updated draft and a proposed evaluation rubric to the board before the Dec. 3 meeting.
