Board approves consent agenda, superintendent bonus, substitute pay increase and bus routes

At its regular meeting the Johnstown-Monroe Local Board of Education approved a slate of routine and fiscal items in addition to authorizing the athletics GMP amendment.
The board approved the consent agenda (Resolution 25-09-194) that included personnel items such as salary-degree changes, classification hires, a permanent substitute assignment, volunteer listings, and two added cafeteria substitutes listed on the agenda as Michelle D T S C H U L E and Brenda Rios. The consent motion passed on a roll-call vote with all members present voting yes.
Resolution 25-09-195 authorized the superintendent's annual performance bonus; board members noted two forthcoming annual goals related to continued partnership with CEKC for trade-skill programs and focus on improving high-school curriculum results. The motion passed unanimously among members present.
Resolution 25-09-196 increased the substitute rate and made the change retroactive to the start of the school year; board members said the adjustment aligns district pay with neighboring districts and aims to improve substitute availability. The vote carried unanimously.
Resolution 25-09-197 approved the district's 2025–26 bus routes. Board members thanked Community Bus Service (point person Derek Boozenberg) and highlighted improved parent communications via the Stopfinder tracking app; the board also said staff will coordinate with Jersey Township and New Albany on road-construction impacts. The motion passed on roll call.
The board also advanced several policy items as first readings (Resolutions 25-09-199 through 25-09-201); those measures move through the board's policy process and are not final adoptions.
All roll-call votes recorded the same four members voting yes (Mrs. Thomas, Mrs. Ber, Mrs. Davis and Mr. Swagger); Mr. Benton was absent. Next procedural steps vary by item: personnel actions were executed as part of the consent approvals; the substitute-rate change is effective retroactively; and policy items will return for final consideration per board rules.
