Paynesville draft 2024–25 budget leans on staffing, insurance and enrollment assumptions

A district staff member presented the Paynesville Public School Districtdraft 2024–25 budget to the school board, saying the spending plan assumes a 2% increase to the state funding formula and lower enrollment than the prior year.
"The budget includes a 2% increase on the funding formula which brings the per-pupil funding from 7,138 to 7,281," the staff member said, and noted the draft bases general revenue on an average daily membership of 889, down from 911 used in last year's budget.
Why it matters: personnel costs dominate the budget. The presenter told the board that "our budget is 77% salaries and 23% of other expenses," and that settled employment contracts are already included. The draft also builds in a projected 12% increase in health insurance premiums and higher workerscomp and property insurance costs because of recent large claims and wider market pressures.
Details and caveats: the presenter said some revenue lines remain dependent on external rates and decisions. Food-service reimbursements will follow federal Department of Education/USDA rates that have not yet been finalized. The district is tracking unemployment claims (17 employees applied this year), which the presenter said is expected to affect reimbursements and could increase district costs next year.
On insurance strategy, the presenter recommended a month-to-month approach for the property policy while the district shops alternatives: "I am recommending instead of doing a full year's renewal that we do them month to month and continue to look at options," the staff member said.
