Staff said the 2021 code consolidation eliminated a prior "social services" category, which left food banks classified chiefly as warehousing in only certain districts. The proposed amendment adds a definition for food banks and expands allowable locations by right or by condition so these nonprofit operations can locate in more commercial and mixed‑use areas while subject to compatibility conditions in lower‑intensity neighborhoods.
Chambers said the planning commission recommended approval 6–0 and staff recommended the amendment as consistent with adopted city plans. Council member Spears moved to adopt and Council member Joiner seconded; council approved on first reading and then waived the second reading, passing the amendment unanimously.
Council members praised the update as a pragmatic change to support charitable food distribution and to better reflect the operational characteristics of food banks in zoning rules. No amendments were made at the meeting; staff will finalize the ordinance language per the approval.
